Based in Montenegro, our leadership brings 30 years of field-proven experience in some of the world’s most demanding engineering environments.
Our leadership brings 30+ years of combined experience delivering complex infrastructure projects for the World Bank, NATO/NSPA, European Bank for Reconstruction and Development (EBRD), Islamic Development Bank (IsDB) and UK Export Finance (UKEF) across 15+ countries.

Civil Engineer, graduated from Moscow State University of Civil Engineering (MGSU). 25+ years of international experience spanning nuclear power, highway infrastructure, hotel construction and industrial projects across Turkey, Russia, Ukraine and Azerbaijan.
Specialised in FIDIC contract management, technical documentation, feasibility studies, cost estimation and EU/IFI-aligned project processes. Founder of Linerk Montenegro, leading engineering consultancy and digital project management services for Western Balkans.
Member of the Chamber of Civil Engineers of Montenegro (IKCG) and Turkey (IMO). Languages: Russian (fluent), English (intermediate).
A.Evin - General Manager
Civil Engineer, graduated from Eastern Mediterranean University (EMU), Cyprus. 30 years of field-proven experience managing large-scale infrastructure projects across road, highway, bridge and airfield construction in Ukraine, Uzbekistan, Afghanistan and Turkey.
Delivered projects under the rigorous standards of the World Bank, NATO/NSPA, Islamic Development Bank and UK Export Finance (UKEF). Deep expertise in FIDIC Red Book contract management, IFI procurement standards and multi-stakeholder coordination.
General Manager of Linerk Montenegro, leading IFI-aligned project management and strategic planning for the Western Balkans region. Member of the Chamber of Civil Engineers of Turkey (IMO). Languages: English (advanced).
Together, they build a strong structure that unites engineering, project management and technical standards across Türkiye, Montenegro and the wider Balkan region.
